Le Rwanda renforce sa présence militaire à la frontière avec la RDC



L’armée rwandaise a discrètement renforcé sa présence sur la frontière entre le Rwanda et la RDC. Des habitants de la ville rwandaise de Gisenyi ont constaté des mouvements militaires “inhabituels” mais discrets aux abords de la cité. Des blindés, des hommes et du matériel militaire ont été aperçus en train de converger vers des positions à la frontière avec la RDC, selon des témoignages que l’AFP a recueillis auprès des habitants.



« J’ai vu cinq tanks et des armes lourdes transportées par de gros camions passer près de chez moi. J’habite au bord de la route. Je n’en avais jamais vu avant. Ils sont partis en direction de la frontière », a confié à la même source une habitante du village Ruzini, à environ 15 km au nord de Gisenyi.



D’après cette femme de ménage, des chars sont également postés sur le mont Rubavu, une colline stratégique qui surplombe Gisenyi. « Nous avons l’habitude de passer par la colline pour aller travailler à Gisenyi. C’est un raccourci, mais depuis qu’ils sont là, on n’ose plus y aller », a-t-indique-t-elle.



Une journaliste de l’AFP dit avoir vu le dimanche 1er septembre dernier un char de combat stationné sur cette colline, le canon tourné vers le territoire congolais. Des véhicules militaires et des armes lourdes ont également été aperçus dans les environs ces derniers jours, ajoute la même source.



Interrogée sur la présence croissante de l’armée rwandaise sur la frontière, la ministre rwandaise des Affaires étrangères n’a pas souhaité commenter, mais n’a pas démenti le fait que son pays est en état d’alerte.



« Le Rwanda est préparé à défendre ses citoyens et son territoire, tout en poursuivant le chemin politico-diplomatique de concert avec la région », a cependant expliqué Louise Mushikiwabo.



Lors de la reprise des derniers combats entre les M23 et l’armée congolaise, le Rwanda a accusé les FARDC d’avoir lancé des obus sur son territoire.



« Les Forces armées de la RDC ont tiré délibérément une roquette de 107 mm dans le village de Bugu », avait indiqué un communiqué du ministère de la Défense du Rwanda, soulignant un “acte de provocation” et “injustifié”.



Cependant, le secrétaire général de l’Onu, Ban Ki-moon a confirmé le vendredi 30 août dans un communiqué que ce sont plutôt les rebelles du M23 avaient tiré en direction du territoire rwandais.

The Rwandan army has discretely reinforced its presence on the border between Rwanda and the DRC. Some people in the Rwandan village of Gisenyi have noticed some “unusual” but discreet military movements in the village’s surroundings. Tanks, men, and military equipment have been sighted converging towards positions along the border with the DRC, according to witness accounts that the AFP has received from some villagers.



“I saw five tanks and heavy weapons, transported on large trucks, pass close to my home. I live next to the road. I have never seen them before. They went in the direction of the border,” confided an inhabitant of the village of Ruzini to our source. Ruzini is about 15km north of Gisenyi.



According to this housewife, some tanks were also posted on Rubavu, a strategic hill that overlooks Gisenyi. “We usually travel by the hill when we go to work in Gisenyi. It’s a shortcut, but since they arrived there, nobody dares use that way anymore,” she said.



A journalist from the AFP said that on Sunday, September first, he saw a combat vehicle on the hill with its cannon aimed towards Congolese territory. Our source adds that military vehicles and heavy weapons were also seen around the same time.



When asked about the growing presence of the Rwandan army at the border, the Rwandan Mister of Foreign Affairs declined to comment, but did not deny the fact that his country was on alert.



However, Louise Mushikiwabo did explain that “Rwanda is prepared to defend its citizens and its territory, all while following the political-diplomatic path together with the rest of the region.”



During the most recent clashes between M23 and the Congolese army, Rwanda accused the FARDC of launching artillery shells into Rwandan territory.



“The armed forces of the DRC deliberately fired a 107mm rocket into the village of Bugu,” said a report from the Rwandan Ministry of Defense, underlining a “act of provocation” and “unjustified.”



However, the secretary general of the UN, Ban Kai-Moon confirmed in a report on Friday, August 30th, that it was actually the rebels of M23 who fired in the direction of Rwandan territory.
