Leçons à de la gouvernance provinciale



La compétition n'épargne pas les femmes;elles sont actrices au même titre que les hommes.Le pouvoir est conflictuel pour les deux sexes et à tous les niveaux.
La gouvernance urbaine est instable,pleine d'intrigues et source de trucages,suite aux interférences et aux enjeux liés au pouvair des municipalités.
Malgré le niveau d'instruction,la culture de la gouvernance n'est pas suffisamment intériorisée par les Acteurs.Les prescrits constitutionnels sont chaque fois violés;d'où l'instabilité des Institutions et des Animateurs.
Le processus démocratique est encore fragile.La culture de la bonne gouvernance n'est pas assez développée.Les conflits de gouvernance sont à tous les échelons(province et entités territoriales décentralisées)
Les défis à relever sont l'ingérence du pouvoir centrale dans des province.Avec la révision constitutionnelle qui donne le pouvoir au chef de l'etat de dissoudre des assemblées,Les crises ne pourraient plus perdurer.La socialisation politique aux droits de toutes les couches de la population congolaise est à mettre à profit.

Lessons for Provincial Governance



Competition does not spare women; they are actresses in the same role as men. Power is confrontational for both sexes at every level.
Urban governance is unstable, full of intrigue and a source of trickery, following disturbances and issues tied to the power of the towns.
In spite of the level of instruction, the culture of governments is not sufficiently internalized by the actors. The constitutional prescriptions are violated every time; from there comes the instability of the institutions and of the facilitators.
The democratic process is still fragile. The culture of good governance is not developed enough. The conflicts of governance are at all levels (provinces and decentralized territorial entities).



The challenges to overcome are interference with the central power in the provinces. With the constitutional revision which gives the power to the head of the state to dissolve the assemblies, crises would not be able to continue any more. The political socialization for the rights of all layers of the Congolese population is taken advantage of.
