When it comes to shifting power, World Pulse members across the globe know the way forward — and we're amplifying your voices.
Funding and decision-making in development, aid, and peacebuilding are often top-heavy and top-down, but there’s a growing movement to shift the power into the hands of local communities. To do that, we have to listen to women — especially those in communities who are already doing the work and can speak best to what they need.
That's why earlier this year we launched the #ShiftThePower campaign, inviting you to share your insights and recommendations for the development sector on what it means to shift power.
Today, we're thrilled to announce the release of the #ShiftThePower Report — a collection of your insights and recommendations, as well as the insights from those in offline communities with lower levels of digital access. World Pulse’s Research and Evaluation Group engaged with these communities to gather their stories and insights in recognition of the fact that a digital campaign limits those who can participate.
The #ShiftThePower Report report seeks to center your voices in and beyond the development sector and offers a unique perspective that for many women shifting power means first tackling issues that disempower them in their daily lives.
The report includes:
- Discussion of how women across the globe define power and the need for power shifting
- Examples of ways women are acting despite barriers and mobilizing collective power
- Identification of barriers women face to funding their changemaking efforts
- Insights from groups at the margins with no or lower levels of digital access
- Clear action steps funders and others must take to shift power

What’s next for #ShiftThePower?
This report is part of an ongoing project led by World Pulse’s Research and Evaluation Group in partnership with the Co-Design Collaborative at the University of Arizona. In early 2025, we will release a toolkit developed based in part on their efforts engaging offline communities as part of the #ShiftThePower campaign. This toolkit will provide a guide and resources for those who seek to enable those in their communities without the same levels of digital access to participate in digital conversations like #ShiftThePower.
