Resolutions of the African Peace and Security Council
At a Sphere meeting on Friday, June 21, chaired by Ugandan President Yoweri Museveni, the Peace and Security Council (PSC) of the African Union took a set of important decisions aimed at ending the Sudan crisis.

Statement
Adopted by the Peace and Security Council (PSC) of the African Union (AU) at its 1218th meeting, held at the level of Heads of State and Government, on 21 June 2024, to consider the situation in Sudan.
*The Peace and Security Council: Recalls its previous resolutions and statements on the situation in Sudan, in particular the statements issued at the meetings 1185 (PSC/MIN/COMM.1185 (2023)) on 15 November 2023, and 1156 (PSC/HoSG/COMM.1156 (2023)) ) on 27 May 2023, 1149 (PSC/PR/COMM.1149 (2023)) on 16 April 2023, press releases 1213 (PSC/PR/BR.1213 (2024)) on 21 May 2024, 1154 (PSC/PR/ BR.1154 (2023)) dated May 16, 2023;
Reaffirms the African Union's continued commitment to respect the sovereignty, territorial integrity, national unity and independence of Sudan;
Renews its solidarity with the people of Sudan in their legitimate aspirations to restore constitutional order through an inclusive, civilian-led democratic government;
Recalls the opening remarks of His Excellency Yoweri Kaguta Museveni, President of the Republic of Uganda and Chair of the Peace and Security Council of the African Union (AU) for June 2024, and the report of His Excellency Moussa Faki Mahamat, Chairperson of the African Union Commission; Dr. Mohamed Ibn Chambas, Chairman of the African Union High-Level Committee on Sudan, presented the statement submitted on behalf of His Excellency António Guterres, Secretary-General of the United Nations; As well as statements presented by His Excellency Renwa Gbeyehu, Executive Secretary of the Intergovernmental Authority on Development (IGAD), and His Excellency Ahmed Aboul Gheit, Executive Secretary of the League of Arab States;
Acting under Article 7 of its Protocol, the Peace and Security Council decides:
1. Strongly condemns the ongoing war in Sudan and its negative impact on the Sudanese people and the region, and the accompanying violations of human rights, international human rights law, and international humanitarian law (IHL/IHRL);
2. Calls upon the warring parties, namely the Rapid Support Forces (RSF) and the Sudanese Armed Forces (SAF), to immediately stop fighting and give priority to the interests of Sudan and its people;
3. Expresses its deep concern at the catastrophic and unprecedented humanitarian situation, the indiscriminate killing of innocent civilians, and the indiscriminate destruction of infrastructure, including hospitals, schools, water purification and electricity generation plants, as well as facilities of diplomatic missions, in clear violation of international humanitarian and human rights law and the Vienna Convention on International Relations. Diplomacy;
4. Expresses its deep concern about the continuing violence in various regions of Sudan, especially in the Khartoum/Omdurman region; In Darfur, especially in El Fasher; Gezira State and Kordofan States, and warns of the potentially dangerous ethnic and societal consequences of the conflict;
5. Emphasizes the importance of protecting the Sudanese state, its institutions and its people;
6. Emphasizes that there is no sustainable military solution to the conflict; that only a truly comprehensive dialogue can lead to a sustainable solution to the current situation;
7. Renews its urgent demand that the warring parties immediately and unconditionally stop fighting to return to negotiations and end the suffering of the Sudanese people;
8. Strongly calls on the warring parties to allow humanitarian access and protection of humanitarian personnel, to provide emergency humanitarian assistance to populations in need, in particular women, children, the elderly and other vulnerable groups caught in conflict, without delay and without conditions, in accordance with international humanitarian law and practices relating to the protection of civilians and personnel The humanitarian and health field. In this context, UN Security Council Resolution No. 2736 (2024) calls for the lifting of the siege on El Fasher.
9. Condemns in the strongest possible terms the allegations of widespread atrocity crimes resulting from the conflict between the warring parties in flagrant violation of the African Union’s legal instruments on human and peoples’ rights, as well as international humanitarian and human rights law, and mandates the African Union and its relevant bodies, to cooperate with the High-level Committee on Sudan and the Intergovernmental Authority on Development (IGAD), to monitor and regularly report on these heinous crimes being committed across Sudan, to put in place preventive measures and reduce the risk of their recurrence; Develop proposals on how to address them to prevent their escalation, as well as develop a plan to protect civilians; He warns that the perpetrators will be held accountable.
10. Notes with appreciation the report submitted by the Chairperson of the Commission on the measures taken to resolve the conflict in Sudan; Reaffirms the continued importance of the African Union road map to resolve the conflict in Sudan, which the Council adopted through its statement [PSC/HoSG/COMM.1156 (2023)] on 27 May 2023; In this regard, calls for renewed and accelerated action by all parties, national stakeholders, regional actors and the international community towards achieving the six (6) pillars of the African Union Roadmap;
11. Commends the efforts made by the Chairperson of the Commission, through the African Union High-Level Committee on Sudan, in collaboration with the Intergovernmental Authority on Development (IGAD), in convening the next inclusive Sudanese political process in Addis Ababa from 10 to 15 July 2024 It calls on all Sudanese actors to support political dialogue towards a permanent, people-led solution to the conflict and to restore the constitutional democratic system in Sudan for a brighter future.
12. Welcomes the efforts made by His Excellency Ismail Omar Guelleh, President of the Republic of Djibouti and Chairman of the Intergovernmental Authority on Development (IGAD), in his efforts to find a negotiated solution to the crisis in Sudan;
13. Emphasizes that an acceptable ceasefire can only be achieved through compromise
